跨州送植物物流要额外收费的问题

我在脸书上买了五棵兰花从悉尼送到南澳。卖家用了个物流叫Miss Pauline Shipper， 今天收到物流电子邮件，要求我付额外费用

This is to notify you that your  5 pots of flowers is on hold with the customs department and has notified us of Destination clearance charges and consignee fees to be paid so your goods can be cleared for delivery to south Australia 5000.

These charges are required to be paid to enable us to have a complete entry permit into south Australia and prepare the delivery order. Upon the payment of these charges, the release procedure will be made and the final delivery to south Australia 5000

The charges are based on the goods content and are calculated as below:

Destination Charges:

-IPI Duty/VAT45
-Fee for entry filing: $110
-Destination terminal handling charges and fees: $75
-Carrier Security Charge(SER)..$50
-Documentation Fee - Destination (DDF) $40

Total Amount: $320
Note: this fee is like  caution fee and it will be given back to you on delivery
Thanks for using  be noted that your total refund will be in cash  $320

我同时联系卖家和物流，说是和生物安全有关的费用，但是在我收货时候会用现金形式返还给我。
我怎么越想越觉得可能这个买花事件就是个骗局，现在有点懵。

我不了解政策，但是凡是主动做违法事情的后面一定有鬼。什么花这么贵，320刀在南澳买不到？

作为植物爱好者跨州买盆栽不是很正常？不是跨洲是跨州，我经常从其他州买植物而且都好好收到了，这违法？
物流说320是用来办理入南澳的生物安全认证手续，我兰花一共才100多点。虽然物流反复和我讲收货时全额返回给我，但是我觉得是胡扯。物流和卖家大概都是骗子。。。

我不是说跨州买植物违法，我是说他先收钱再退钱这个操作不对，要是真的需要申报花钱，那320刀就不会退，要是不需要申报，那就不用收。

我也觉得非常奇怪。。。这种费用不是应该物理自己解决的吗尤其说是会全额返还的话，不知道该咋办，说是不付物流就不能发货，感觉就是个连环骗，骗我买花的钱现在又想骗我物流费用。大概就应该当买花的钱扔水里算了。

这种跨州动植物运输不知道是哪个部门管的。打电话或发邮件咨询一下.

如果没有这项收费那就要求卖家继续寄货或者退货退钱。
