刚收到移民局的email 回复，原文：Please note, the Parent visa (subclass 103) is an offshore application. This means that when the application is received by the department, the clients will need to be offshore.
As the Parent visa (subclass 103) has been received before the intended travel, your parents are able to visit Australia using their Tourist (subclass 600) visa.
