173转143，47PT和FORM40的疑问，求解答，分分送上！

妈妈两年的临时签证要到期了，现在173转143。现在又连个问题不太确定想请教大家：
在47PT里，问题41里面有两问

我觉得我应该属于19所以就填了￥325，不知道对不对，那位帮我看看？谢谢！

19b This visa is for:

    an applicant who is the holder of a subclass 173 (Contributory Parent (Temporary)) visa at the time of application; or
    an applicant who has been the holder of a subclass 173 (Contributory Parent (Temporary)) visa; and is the holder of a substituted subclass 600 visa at the time of application; or
    an applicant who has held a subclass 173 (Contributory Parent (Temporary)) visa at any time in the 28 days immediately before making the application;

    or an applicant whose application is combined, or sought to be combined, with an application made by that person.

19c This visa is for:

    an applicant who:
        has been the holder of a subclass 173 (Contributory Parent (Temporary)) visa; and
        provides the Minister with evidence that compassionate and compelling circumstances exist for the person to be considered to be the holder of a subclass 173 (Contributory Parent (Temporary)) visa for the purpose of the application;

    or an applicant whose application is combined, or sought to be combined, with an application made by that person.

19d This visa is for:

    an applicant who:
        made a valid application for a Parent (Migrant) (Class AX) visa before 27 June 2003; and
        withdrew that application at the same time as making the application for the Contributory Parent (Migrant) (Class CA) visa;

    or an applicant whose application is combined, or sought to be combined, with an application made by that person;

19d2 This visa is for any other applicant who does not meet the conditions in notes 19b, 19c and 19d above.


第二个问题是在Form40里面，问题74 Biometrics Declaration and consent是让我妈妈签名吗？谢谢
