Depending if you want to buy managed funds or Exchange Traded Funds (ETF).
If you want to buy managed funds then go to www.investsmart.com.au download their PDS and apply directly. If you want to buy ETF then buy them just like you buy shares.

For example ,i want to buy index fund SFY(ASX 50) And i want to regular payment 250$ every month,i needd to buy SFY like share,or i need to down load PDS, AND apply use application form?

SPY or STW are shares. You have to buy them like shares. Regular investment on monthly basis is not worth the brokage. If you want to buy index fund with regular investment plan, buy Vanguard index fund.
