这个问题好多地方都讨论了，好多信息有误导。今天下班后抽了点时间研究了一番，我在这里总结一下我研究的结果吧，分享给大家。
我说的是NSW的情况，今天下午看了RTA NSW的网站

1. 对于持有澳大利亚PR - 永居签证的人须申请NSW的驾照
If you are an Australian permanent resident or hold a permanent visa under the Commonwealth
Migration Act 1958 and you intend to stay in NSW, you are not considered to be a visitor. As
such, you are allowed to drive in NSW on a current overseas licence for a maximum of three
months after arriving in Australia. If you wish to continue driving, you must obtain a NSW
driver licence.
在抵达澳洲的前三个月内可以用中国的驾照，但必须要翻译。可以找DIAC提供的TIS的服务，这项服务对于新移民是免费的。

关于三个月如何判定的问题，去RTA问过，严格来说，是从PR首次入境的日期算起，不管你是不是短登一下又回国了。但是RTA的mm也说，当然也许警察叔叔能给通融一下，心情好的话。anyway这个还是很risky的
2.对于持有临时签证的访客（比如676，458）
（a）最方便的方法，直接翻译国内的驾照就可以啦。网上有人说翻译必须找RTA认证的机构，这个是误导，具体情况下面（b）的说明。
翻译国内驾照，只要找NAATI认证的翻译人或机构就可以了，google上随便搜出一大把，找个离自己近的。我看大部分只要收费20-30刀，很快就可以拿到，估计你自己上门去，立等可取啦。
这样只要在你的签证有效期内你就可以一直开车了

As a temporary overseas visitor, if you hold a current driver licence from another country, you are allowed to drive in NSW on your overseas licence as long as:
You remain a temporary overseas visitor
Your overseas licence remains current
You have not been disqualified from driving in NSW or elsewhere and
You have not had your licence suspended or cancelled or your visiting driver privileges withdrawn.
You are not required to obtain a NSW licence if you comply with these conditions and can continue to prove your genuine visitor status to NSW Police if required.

When driving in NSW you must carry your overseas driver licence. Your licence must be written in English or, if the licence is not in English, you must either carry an English translation or an International Driving Permit.
注意：这里没有提必须到某个RTA指定机构翻译
(b) 持临时签证的人在连续居住满6个月后，也可以申请NSW驾照如果你想转成NSW的驾照，那才必须要到RTA指定的机构翻译。而且要通过机考(Driving Knowledge Test），我不确定是不是也要路考，这里没明说，如果谁看到了可以补充。

注意：这里说明了，只有当持临时签证的人想把自己的overseas license转成NSW的license的时候，才需要到RTA指定的机构去翻译文件

我给CRC发信询价，报价如下：

最后在强调一下，这种NSW驾照上面标有Q，就是有效期只有12个月，过期前六周内去renew，无需重新考DKT（机考），但连续renew四次后就要从新机考啦。
Anyway，我看不出这个临时NSW驾照有什么好处。持临时签证的人就花几十刀找NAATI认证的翻译去给做个驾照翻译就行了！
