请问143申请签证的付费问题

问一个傻问题，143申请的付费（老人目前在国内），如果用bank cheque的话，是不是就是把支票和其他材料一起邮过去？
支票的payable是“Department of Immigration and Border Protection”？

我想问一下是因为在http://www.border.gov.au/trav/vi ... -for-an-application里面，有如下描述。说是要把支票邮到Brisbane？？还要填1440表格？？
