打电话给sales,询问这个是不是固定在了telstra Velocity community上面,因为如果是这样,将无法选择其他的公司,telstra现在的价格极其高。结果sales告诉我,这只是他们的template,实际上并不是和telstra合作,而是用的opticomm,所以要我不要担心。这个package应该包含了连接optical fiber所需要的前两个步骤, 从地下连接入房,在房内布线,还附送了Optical Network Termination (ONT) Box,按照目前我的理解,是只需要开通就可以了。
如果不找builder,自己找人,可能只能在房子建好以后再搞了,当然smart wiring不是必需的,而是推荐的,可以找人后来安装,不过价格应该差不了太多,如果不用这个package,可能需要找techlife的人来连线,布线。
另外,如果你想要用techlife的人在你建房子同时来安装布线,可能会遇到很多麻烦,很多builder不允许其他人进入施工现场,我转一个TX和metricon的斗争,最后成功的让metricon同意让techlife的人进来布线,安装了。

Below is the email that I sent to Metricon, this is what basically got me over the line. There is no safety reason for not allowing access and the only reason they try to use their own people is because they want the money. Telstra Communities is a rip off and I wouldn't even consider it.
The main point is that if Carlisle won't accept your request that you can go to VCAT to dispute it. This is a very reasonable request and you would most likely win. They can't stop you from choosing your telco provider. Keep in mind if you did go Telstra communities you are locked into only using Telstra and their rates which are obviously high given the lack of competition.
You can leave out all telephone points, tv points and data points with Carlisle. I didn't get a rebate but I didn't want 2 free to air points next to each other for example.
You can get a quote from Opticomm directly by calling their helpdesk, you will be contacted, send them your plan with what you want where and they will send you back a quote with 30 days to sign it off. You sign this seprately to your Carlisle contract and send the signed quote back to Opticomm.
Then during build you just need to ensure that you contact Opticomm at the right time to come in and do their work. Just make sure Carlisle agree up front otherwise you'll obviously run into issues.

I have sought advice from Building Advice Conciliation Victoria (BACV) regarding my query for access for Techlife to install my telephone, TV and Internet services via fibre to my home.
As these a telephone is an essential service I think it is reasonable that Opticomm (and their licensed contractors) have access to the site to install this service. This fibre network is part of the community network to be installed at Alamanda and I would like to take advantage of this service.
I have reviewed the Domestic Building Contracts Act 1995 and there are 2 sections in the act relevant to my request:
Section 17:
Restrictions on builders' control of building sites
A domestic building contract does not give a builder a greater right to occupy a building site than that of a contractual licensee.
Section 19:
Access to building site
(1) A builder must permit the building owner (or a person authorised by the building owner) to have reasonable access to the building site and to view any part of the building works.
Penalty: 20 penalty units.
(2) A person who is exercising a right of access granted under subsection (1) must not interfere with the carrying out of the building works.
(3) A builder is not liable for any costs or delays—
(a) that result from any failure by a person to comply with subsection (2); and
(b) that the builder notifies the building owner of in writing within 5 business days of the failure to comply occurring.
After speaking to BCAV they have advised me that in their view this would be a reasonable request and that if Metricon was unable to resolve this issue then they would recommend that I lodge a complaint.
I am trying to approach this the right way, by agreeing upon the access prior to building so I can signoff on my opticomm quote. I think I have been more than reasonable so far, I am using your contractors for all of the work and due to the functional requirements of these services after the home is built I need the services installed as part of the building works.
Techlife will not delay the work and if they did there would be no penalties for Metricon, however based on the above mentioned sections, there may be a penalty for Metricon for not allowing a subcontractor onto site at my request.
