I have checked the France Consulate-General in Sydney website and found two comments:
1. New Caledonia and French Polynesia (for stays of less than 90 days only)
Passengers aboard a vessel transiting through a French port arriving from one country and traveling to another country, do not require visas if they remain on board the vessel during the port of call.
2. It is compulsory for every other passport holders to be in possession of a valid visa before entering these territories (territorial waters included), including cruise passengers choosing just to remain on a cruise ship.
The above two comments are controversial.
Can someone help me?
