as far as i know, only if you are a bank's corporate banking's client (not sure about business banking), you cannot get bank guarantee. as it is said, bank guarantee is a bank guarantee of payment. kind of short term loan, but if the bank don't know about you or don't have a solid relationship, why they can trust you and lending to you?
not sure how big is your business? if you have a agent bank or financial institution, you may get a bank guarantee from them issued by a bank.
