关于Visa 600, 5年签证，单次最长停留时间的计算

一个有点头疼的问题。
我父母现在的签证是Visa 600 （5年多次往返）
移民局网站上关于这个签证单次停留时间的解释是：每18个月最长不得超过12个月。也就是每18月中要有至少离境6个月。

那么问题来了：
我父母上次离境是：2018年10月20号。
本次入境是2019年4月19号。

请教各位：
1- 从2018年10月20号到2019年4月19号这段时间，算是6个月吗？
2- 我父母有必要在2019年10月19号之前离境一次吗？

（关于在这个问题，我已经打电话到移民局咨询了，但是完全不出所料，接线员阿姨给我的官方答复果然是：你自己拿计算器算。所以现在只能求助下万能的足迹大神们了。）

应该不算。类似的，1月1号离开澳洲，12月31号抵达澳洲，第一反应都是不算。但是12月31号离境，1月1号抵达，算

这个用倒推法算，得先知道你父母上次入境呆了多长时间，如果上次离境前他们已经呆满6个月，那么这次入境后只能再呆6个月，因为在2018年4月20日到2019年10月20日这个18个月内，他们会在澳洲境内有12个月的居住期。这是我的理解。

上一次入境是呆满了六个月的。
所以如果认为这段离境时间（2018年10月20号至2019年4月19号）不够六个月到话，就以为着父母这次必须在2019年10月19号前离境了。
就是纠结在这里。

我觉得去vevo查一下最靠谱吧，上面应该有当次允许的停留最长停留时间。
