开车时，用手划了下手机选择GOOGLE导航路线，被警察看到了，会罚款扣分么？

刚刚看到一个朋友开车碰了一下手机就被警察捉到罚款扣分
想起来自己多年前也曾因为用手机被罚过一次。
现在是肯定不敢开车时打电话或者干其他的了。。。
但是如果是用手机地图导航，手机架在支架上，然后有的时候比如导航路径2选1，或者什么东西把导航弹出去了。。。。你不得不按回来，这种时候被警察看到，会罚款扣分么。当然，手机一直是在支架上不会拿下来

警察从车外也就是看到你弄手机了，怎么可能去判断你在划gps还是发短信还是点视频还是在干什么其他的

如果我没理解错，full牌+固定在架子上，同时满足这俩条件，行驶中可以触碰屏幕设置GPS

Full license, 可以设置gps，听歌，接打电话。
但是不建议这么做，安全最重要。
