坐标墨尔本Doncaster. 隔壁邻居的老房子上个月卖掉了, 今天收到一封来自SPI的 Building works - Property condition survey offer, 署名是on behalf 隔壁新邻居(是个XXX property pty ltd).

摘抄一些信中的内容如下:

Works will commence soon at <隔壁地址>.

We are writing to offer you a complimentary condition survey for your property. While this work is not expected to impact your property, we would like to offer you a pre-construction property condition survey.

Property condition surveys are commonly carried out as part of essential infrastructure projects, on buildings adjacent to construction activities. The purpose is to document the condition of your property on the date the survey is undertaken, as an independent reference.

XXX <隔壁新邻居> has engaged the services of SPI property inspections to undertake these surveys. A suitably qualified contractor from SPI will undertake the survey, which involves an inspection and photographs of the inside and outside of your property (accessible area only). This will take around an hour, depending on the size of your property, and the appointment is made at a mutually convenient time.

我理解的是大概是隔壁要推倒重建, 想在建之前拍照留个底.

想咨询一下各位足友:
1. 对于这个survey的, 我理解的对吗? 如果不对, 这个survey是做什么, 我该如何处理 (如何保护自己)
2. 现在推倒重建房还需要通过邻居同意吗? 隔壁新邻居应该是个小开发商, 都还没见过面
3. Doncaster地势多起伏, 隔壁邻居地面比我家高1米左右, 如果隔壁推倒重建, 如何能最大限度保障自身的利益? (隐私, 采光, 排水......)

我感觉这（至少看起来）是一个善意，很多都是直接给你一套图纸签字，不会来这么个附加服务。当然要以阴谋论来说，可能就是会给你家造成风险的概率挺高，或者怕你碰瓷，才事先这么保护一下他们自己。

2. 现在推倒重建房还需要通过邻居同意吗? 隔壁新邻居应该是个小开发商, 都还没见过面
建几栋的话，planning期间就会通知你。独栋的话，靠近你家边界1米以内动工的话，需要你许可。不然只要building surveyor审批合格，此事就和你无关。

3. Doncaster地势多起伏, 隔壁邻居地面比我家高1米左右, 如果隔壁推倒重建, 如何能最大限度保障自身的利益? (隐私, 采光, 排水......)
他家建几栋，单层两层，离开你家多远，你家在他家哪个方向？现有信息太少了。

对你没有坏处

如果对方是推倒盖一个新房, 没有分地. 是不需要你同意的.

你的权益保护(例如隐私, 采光)都是按照标准的Res Code来走, 该有的设计师都要考虑,

但是Res Code上面没有的, 你也不能多要
