The travel restrictions do not apply to immediate family of Australian citizens and
permanent residents. Holders of a Partner visa (subclasses 100, 309, 801 and 820) or
a Child visa (subclasses 101, 102, 445) are permitted to board and do not need to
submit an exemption request.
Prospective Marriage (subclass 300) visas are not included in these arrangements.
Prospective Marriage visa holders can request an exemption from Australia’s travel
restrictions for consideration on a case-by-case basis. An intention to marry is not
sufficient evidence to demonstrate that a person is the immediate family member of
an Australian citizen or permanent resident. Prospective Marriage visa holders need
to provide evidence that they meet an individual exemption category.

The Department's COVID mini site has today posted changed details for applying for individual exemptions for Prospective Marriage Subclass 300 Visa holders.

Despite the stories on Twitter and retweeted by several Senators, PMV holders are NOT exempt from travel restrictions.

The Department's website provides the following information:

Individual exemptions

The Commissioner of the Australian Border Force and decision makers may grant you an individual exemption if you are:

a Prospective Marriage (subclass 300) visa holder in the following circumstances:
where the subclass 300 visa has been granted; and
the subclass 300 visa application was lodged at least 12 months before submitting a travel exemption request.

This means if you applied for a subclass 300 visa on or before 18 August 2020, and you have now been granted your subclass 300 visa; you are eligible for an inwards travel exemption on 18 August 2021.

You must hold a visa and an exemption to Australia’s travel restrictions before you travel. You can request an exemption online and must provide appropriate evidence to support your claims. Requests may be finalised without further consideration if insufficient evidence is provided. All documents need to be officially translated into English.

As yet the MIA has no information on the documents and other information that will be required for successful grant of a travel exemption. Member will be advised when more information comes to hand.
