I think a traffic engineer usually deal with traffic ananylis, like Intersection anaysis with software like SIDRA, signalized or unsignalized intersection, traffic volume anaysis, lane flow equation, or some of the transport planning.
it is usually contribute to a project at the pre feasibility design stage, Council usually have a lot of traffic engineer, and the intersection ananlysis is usually the main part of their daily work.
A road civil engineer ususaly do the Traffic management plan in my working environment.
Traffic management plan, more be known as Temp traffic management plan.
in QLD, there are Level 1, 2 ,3 certification, usually a Company send a X years experience civil engineer / Designer to TMR (Transport Mainroad) to finish the course and get the certification.
not 100% correct but in my mind.
Level 1: can implement the traffic management plan.
Level 2: can design a traffic management plan.
Level 3: can audit / sign a traffic management plan.
you need finish one assignment after the course in 1 months, and all about how your understanding and using "the Manual of uniform traffic control devices" (MUTCD).
During a A Road Safety Audit (RSA),
the road traffic signals, signs, and pavement markings should be done by Traffic engineer.
from the aspect the road geomentry, stopping sight distance, barriers, etc,, this have to be done by civil engineer.
but in realiity, the civil engineer usually take over all the RSA, and Traffic engineer only limited to the traffic volume and flow analysis.
