就是说让你说说local government authority （比如council) 具体的工作范围咯。这些它自己的网站一定有拉。

As far as there is no constraints in the word limit, write as much as u possibly could.

Is this a written question? go to city council's website, this will detail all the activities taken.  this does not seem like a key criteria for the job. as long as you can name a few in the interview if it come up, you should be fine.
Local paper is also a good source of research of city council.
