电力公司来信说让移动房子上的电力接入点，必须做吗

几个月前收到Endeavour Energy一封信，说他们正在免费换从街上连到房子里的头顶电线（overhead service line)，但因为我们的房子上的电力接入点(Point of Attachment)在门廊上方，他们不能爬ladder上去，导致换不了电线。

然后要求我们：This will require, at your cost, provision for an alternative Point of Attachment for connection of the service mains. Failure to rectify defects that present a safety risk to the public, to worker and to your household, may result in disconnection.

还说必须找一个Level 2电工来挪。我的疑问是：Point of Attachment都在那里几十年了，怎么现在必须挪位置，就为了他们换头顶电线？他们说安全规定要求他们不能爬到门廊上换电线，而必须爬ladder。那为什么Level 2电工都能移动Point of Attachment的位置，他们的电工却连上去接个线都不行呢？

请教有经验的童鞋。谢谢。

旧的东西符合旧的规范，你不去动没人管。但是现在要升级就得按照新的规范。他们的电工不能做是因为不符合现在的规范，不是因为够不着或者怎么。和level 2电工换地方不矛盾
