这是不对的，E-3也可以申请绿卡，这个问题我问过律师，以下是律师的回复。
The I-140 filing is not an declaration of intent to remain in the US permanently. It is filing which the petitioner is applying for a permanent position in the United States. It is the second step in obtaining lawful permanent resident status in the United States. E-3’s can adjust their status to lawful permanent resident. You will need to maintain your nonimmigrant status until your priority date and category are current to file the adjustment of status. Once the adjustment of status is filed, you will have to remain in the United States until your EAD/AP documents have been approved.
如果实在不放心，也可以先E-3过来，然后去抽H-1B，抽不到就继续E-3，反正E-3可以一直续。有了H-1B就和普通流程一样了。 |
