但是我个人对于这个并列从句还是有点疑问。
先说说我的理解：
第一个that是修饰facilities，并在第一个从句”that the NSRL has developed“中充当宾语成分。
第二个that也是来修饰facilities,并在第二个从句:that have set standards..."中充当主语成分？
我困惑的地方：
两个从句之间是没有任何结构关系的吗？比如说第二个从句只需要机械式的跟随第一个从句，
而不是两个从句需成为一个完整的句子？（问的不清楚，主要是本人也不知道该咋解释。哭）
