维州规划部长Matthew Guy近日公布了扩张墨尔本市中心区域的计划。根据规划,现有的被称为Hoddle Grid的CBD区域将向外扩张至Fishermans Bend, St Kilda Road和墨尔本大学。
Guy部长在宣布这一决定的同时,告诫地产开发商们不要太过乐观。“很多人认为市中心区域对开发商来说就是一个盛宴,事实却恰恰相反”,他表示,“政府在做的是研究如何扩张市中心城区来安置更多的人口。” 他还补充道,墨尔本这座城市必须有长远的目光,城市里的人也应该如此。
维州政府的这一计划得到了墨尔本市长Robert Doyle的首肯,他在接受ABC 774电台采访时宣称,这一计划大胆且鼓舞人心。Doyle市长认为维州政府的举措是对CBD中心城区作为墨尔本这座城市的经济和文化中心的认可。

尽管Doyle市长力挺这个计划,墨尔本市政厅内部却出现第二种声音。Jackie Watts表示自己之前从未听说过这个计划,并对市长作为联络规划部长唯一渠道这一事实感到不满。Watts市议员认为政府在考虑此类项目是,应该征求每个市议员的意见。
墨尔本CBD现有住户也对这个计划提出质疑,担心新开发楼盘将会阻挡阳光和景观。Docklands社区联合会主席Rodger Gardner说道,市中心已经缺乏开阔空间,Docklands居民也没有被征求过任何意见。

A vision to massively expand the central business district and encourage high-rise towers from Carlton to the Shrine is not a free kick for developers, according to the Baillieu government.
Announcing the 20 to 50 year ‘‘bold vision for expanded Melbourne CBD’’, Planning Minister Matthew Guy denied the plan to expand the capital city zone out from the Hoddle Grid to Fishermans Bend, St Kilda Road and towards Melbourne University was a big win for developers.
‘‘Anyone would know that a capital city zone is anything but a developers' picnic — quite to the contrary,’’ Mr Guy said as he launched the plan from the 57th storey of the Rialto Tower.

‘‘What we are trying to do is accommodate population... actually get density in the city core, actually looking at growing the city core, not just in a small area for people to reside but a larger area for people to reside,’’ he said.
‘‘Melbourne just has to think long-term, we are asking people to think long-term,’’ he said.
Mr Guy’s vision was emphatically backed by Lord Mayor Robert Doyle — who could face voters this year if he decides to run again in the October elections.
Cr Doyle described the proposed planning changes as "bold" and "visionary".
"I think it’s inspirational," Cr Doyle told ABC 774.
Cr Doyle said the move acknowledged the city was the economic and cultural heart of Melbourne that was no longer defined by the traditional Hoddle Grid, which is bound by Flinders Street and Queen Victoria market and Spencer and Spring streets.‘‘Fishermans Bend is going to change our city the same way Docklands has," he said.
Fishermans Bend is expected to house tens of thousands of people when the industrial area is transformed into a new residential area.Cr Doyle said considered planning would be needed to ensure Melbourne did not become a ‘‘tower jungle’’.
But not everyone at Melbourne City Council was as excited about the announcement as the lord mayor.
Councillor Jackie Watts said she had not even been told about the plan.
‘‘I am not pleased that the only conduit the council has to the planning minister is through the lord mayor,’’ she said.
‘‘We (councillors) should have been consulted before any of this was released,’’ she said.
Across the CBD residents in existing residential towers are concerned about new developments blocking out sunlight and views.
Docklands Community Association president Rodger Gardner said the city was already lacking open spaces and residents were not being consulted about developments.
"It looks like tombstone territory," he said of the Docklands.
He said he feared that developers’ interests were being pandered to while the views of residents were ignored.
"The developers have done what they like in Docklands," Mr Gardner told ABC radio. |
