Institute of Advanced Photonics and Sensing (IPAS) in Adelaide University (http://www.adelaide.edu.au/ipas/) provides PhD study in Photonics. Currently there are quite a few vacancies. The lowest scholarship is over 20k per year. Some of them are 30k per year. You do not need to pay tax for scholarships. The higher one requires you have PR or citizen because the top-up from government funding.
Hope your background is based on Master degree in Science, Physics, Engineering or materials. Of course, Photnics/optics background is the best option. Of course, if you only have undergranduate degree but good achievements in your study, we also consider.

Not so many people in Australia like to study for PhD, particularly in Adelaide. Thus we are hoping to attract some from other sources.
