TELSTRA and the National Broadband Network Company have signed an $11 billion deal to migrate the telco giant's internet and voice traffic to the government's $43 billion fibre network.
The $11 billion deal was announced in Canberra today by Prime Minister Kevin Rudd and Telstra CEO David Thodey.
The non-binding Financial Heads of Agreement with the NBN Co paves the way for Telstra to gradually decommission its expansive copper network and cable broadband service as the NBN is rolled out over the coming years.
The government’s ambitious NBN project will see a new fibre optic network built to service 90 per cent of the nation with internet access speeds of 100 megabits per second.
Telstra will be paid $9 billion to migrate its customer across to the new network and to allow the NBN Co to use the telco’s infrastructure – its passive network of ducts, pits and pipes – to rip and replace its copper network with new fibre optic cables. The telco will be paid a disconnection fee for every customer it moves across to the new network.
"This is a sound outcome for NBN Co because when finalised it can maximise the use of existing infrastructure and accelerate the roll out of its network," NBN co-chief executive, Mike Quigley, said today.
The deal will also see the federal government grant Telstra a number of regulatory concessions worth approximately $2 billion.
These concessions will soften some of the government’s legislative threats to force Telstra to divest some of its key assets like its stake in Foxtel. Telstra will continue to use its cable network to meet its pay TV contract with Foxtel.
If the transaction is approved by the regulator and completed, it will deliver to Telstra a post-tax net present value of approximately $11 billion.
The government and Telstra have been negotiating since September over the telco’s participation in the government's superfast broadband project. |
