School fees hit record highs

PAYMENT plans are being introduced to help parents meet the soaring cost of private schooling as fees pass $26,000 for the first time in Sydney.
Private schools are raising their fees by as much as five times the inflation rate of 1.3 per cent - this despite a 32 per cent increase in federal funding, which will exceed $26 billion over four years.
Newington College in Stanmore is raising its fees from $22,170 to $23,454 next year and offering the new option of paying in nine equal monthly instalments. Previously, parents have been invoiced three times a year.
At Ascham School in Edgecliff, tuition fees will rise by $1600, or 6.5 per cent, to $26,200 next year, after a 7 per cent rise last year. The increase was largely attributed to higher teacher salaries.
Ascham parents were sent a letter with their fees notice that said the school's objective was to keep fees at the ''lowest level consistent with the ability to continue to improve the quality of the education that Ascham offers its students. Fees are set at a level designed to meet our operating expenses for the coming year in all parts of the school.
''At Ascham, we are committed to attracting and retaining the best teachers for your daughters, to keep our pupil-teacher ratio low and to offer students a wide choice of subjects. As a result salaries are the largest component of our operating expenses.''
Kambala in Rose Bay will raise its year 12 fees by about 7 per cent to $26,172 and is asking parents to pay in four instalments.
After the Howard government introduced the federal funding scheme for private schools it said extra funding would put downward pressure on fees. The Rudd Government embraced the scheme, even though it was criticised by an internal Education Department review, which said it had entrenched inequities.
The scheme will pay $2.7 billion in overpayments to schools that are funded above their strict entitlements under the federal formula, which measures a school's need by the socio-economic status of the families who attend.
The Greens NSW MP John Kaye said the latest fee increases had put top private schools further out of reach of most families.
"Far from improving access for low and middle income families, the hundreds of millions of dollars of subsidies going to the wealthiest private schools is pushing them further out of the reach of ordinary families.''
School administrators told the Herald that salary increases for the most experienced teachers will be about 4 per cent next year. The rate of increase will be higher for less experienced teachers.
Geoff Newcombe, executive director of the Association of Independent Schools NSW, said fees would increase in the state by an average of 4 to 5.5 per cent.
He said teacher salaries made up 70 per cent of a school's spending, and increases had been locked in for next year under industrial agreements.
Dr Newcombe said some schools allowed some parents to pay off fees without interest after their children had left the school, while others had introduced payments on an instalment basis.
The King's School in Parramatta, which will raise its fees from $23,442 to $24,730, offers parents an option of paying in 10 instalments. The headmaster, Tim Hawkes, said the 5.5 per cent fee increase was ''standard'' and driven by increases in teacher salaries.
''This is not about CPI, it is about the education index, and that is driven by what has been agreed to under enterprise agreements,'' Dr Hawkes said.
Rod Kefford, the headmaster of Barker College, which will increase its fees by 5.5 per cent, said the school was conscious of the effect increases had on family budgets, especially during the global financial crisis.
He said the school council was responsible for ''wise stewardship and careful management of the school's resources'', and ''hopefully we have taken responsible approach to enable us to cover the costs of running the school''.
