冰雹把瓦片砸漏，找人维修，这个报价合理吗？

情况是这样的，房子是80年代的老房子，瓦片也是，屋顶去年被冰雹砸漏，天花板有几处水渍，上面紧急维修并钉上了防雨布。
紧急维修之前的屋顶如下图，当时因为靠近屋脊处和被砸碎的地方漏雨严重，所以卸走了屋顶前侧正方形一大片瓦补过去，然后卸走的面积用木板堵上了，下面是维修的详细项目和报价，请问这个合理吗？

本人是建筑小白，先谢谢各位大神，重分求教。

1. Basic Report
Upon viewing the roof where possible (given that the entire surface area is covered in tarps with hundreds of screws) we made several inspection points via cutting and or unscrewing tarped sections and noted that the make safe crew had most likely removed a large portion of tiles from the front section of the roof and re-located them to the areas most affected by the hail damage however we noticed that they had used silicone and other temporary methods to do so. There is a large plywood section sheeted to the front where the tiles were taken. Another main point for water ingress is the old hammer clips that are overly tightened from the roofs shrinking and expansion which we noticed to show evidence of water dripping throughout the entire roof of which must be re-clipped. There is also to be noted that some re-pointing will be required and a potential for variations of unforeseeable circumstance in the event that once the tarps have been removed it reveals further necessary works.

2. General Scope of Works
• Removal of full tarping system including screws, bracings and sandbags
• Full removal and Re-clip to all roof tiled area
• Clear Gutters
• Clip valley tiles
• Remove plywood sheeting
• Supply and install up to 80 tiles
• Rubbish removal

6. Variations
There is to be a tile allowance of $15. Per tile to be removed, replaced and rubbish removed off site for any tiles changed as a result of the re-clip

屋顶这么矮，自己换瓦不难。 而且除非所有瓦片全部换结实的，否则再次被冰雹砸破的可能性很大。所以还是自己学会换才比较靠谱

我自己试过换，超简单，你先拆下一块做样品，拿去tile店一模一样得买一些，哪儿破了放哪儿。。。几百块钱搞定了。。。

谢谢大家回复，刚买的房子，前房东应该拿到保险赔偿款了，所以我需要自己换。
整个屋顶需要reclip和repointing，我看了就是小铁钩，不过应该有技术难度，也能自己搞定吗？
