有些看不懂NSW lockdown条款的，还有不是NSW的人，请不要张嘴就乱说，妖魔化5km rule的定义：
1，首先5km rule是适用于以出门Exercise and outdoor recreation为理由并且需要离开你所在的LGA的情况下，你不得离家超过5KM，这个5km的rule更适用于住在LGA边缘的人需要出门跨越LGA出门锻炼的，但5km rule，不是给在你自己LGA活动的人的，也不是给shopping 和去essitianal service使用的！！！注意：住在LGA with concern的是无论是不是在自己LGA锻炼都不得离家超过5km。
看的懂英文的，如下，非LGA with concern，5km rule红字标出：
Exercise and outdoor recreation
Stay within your local government area. If you need to cross into another local government area, you must stay within 5km of your home.
If travelling by a private vehicle (car), do not share a car with people you do not live with, except your nominated visitor ("singles bubble").
You can exercise with 1 other person that you do not live with, or your nominated visitor ("singles bubble").
If you live with more than 2 other people, you can all go out together for exercise.
LGA with concern，5km rule红字标出：
Exercise
You can leave your home to exercise or to supervise a child aged 12 years or under who is exercising or playing.
You must stay within 5km of your home if you go out for exercise or to supervise a child aged 12 years or under who is exercising or playing.
After Monday 16 August 2021 you can continue to leave your home for exercise but you cannot leave your home for outdoor recreation.
If travelling by a private vehicle (car), do not share a car with people you do not live with, except for your nominated visitor ("singles bubble").
You can exercise with 1 other person that you do not live with or your nominated visitor ("singles bubble").
If you live with more than 2 other people, you can all go out together for exercise.
2，车service作为essential service，允许remain open，所以算作shopping范畴，以作为essential food or goods or services，非LGA with concern的人需要遵守的是只可以去自己所在的LGA，不允许跨越区，无论是不是5km，但是在你所在的LGA之内，没有5km LGA这一说！再说一遍在自己的LGA购物，不受离家5km的限制！但是在LGA with concern的人，需要在任何地方遵守离家不超过5km，但是无论是不是LGA with concern的人，shopping和essitianal service的跨区理由也明确了，如果在本LGA无法合理得到的food or goods or services是可以允许跨区的，对于LGA with concern的人看如下解释：
If the goods or services you need are not reasonably available within 5km of your home, you can obtain the goods and services from the closest place in Greater Sydney where they are available.：
具体rule如下：
Shopping
Stay within your local government area. You can cross into another local government area if it is within 5km of your home and it is not a local government area of concern (unless the food or goods or services or their equivalent are not reasonably available locally).
If travelling by a private vehicle (car), do not share a car with other people you do not live with.
Only 1 person per household may leave their home each day to shop for food or other goods and services.
You may take a dependent person with you if that person cannot be left at home on their own.
Go directly to and from the shops to get what you need. Do not spend time looking at other things.
LGA with concern 如下：
Shopping
Stay within 5km of your home if you can.
If the goods or services you need are not reasonably available within 5km of your home, you can obtain the goods and services from the closest place in Greater Sydney where they are available.
If travelling by a private vehicle (car), do not share a car with other people you do not live with.
Only 1 person per household may leave their home each day to shop for food or other goods and services each day (you may take a dependent person with you if that person cannot be left at home on their own).
You may take a dependent person with you if that person cannot be left at home on their own.
Go directly to and from the shops to get what you need. Do not spend time looking at other things.
3，现在你要想清楚你的excuse to leave home，如果你的理由不在Reasonable excuse to leave home范围里，不用考虑5km不5km，而是stay at home！否则说出的理由不能适用条款就是罚款！
