请教大家，申请前院fence的building permit的材料问题，谢谢

申请前院fence的building permit的材料清单中，有如下项目：

If works are over $16,000 a copy of the following certificates must be submitted to the Council’s
Building Services Department before a building permit can be issued:
a) Certificate of Insurance – if the work is going to be carried out by a registered domestic
builder, the builder must take out ‘Domestic Building Insurance’.
b) Certificate of Consent – If intending to carry out the work as an owner-builder, a certificate
of consent must be obtained from the Building Practitioner’s Board.

这个如果不是owner builder的话，这个certificate从哪里来？

a,b是二选一，你不是owner builder的话就是你的builder出咯。

应该是让你的builder去买Domestic Building Insurance，买完应该保险公司就能出具这个certificate

这个Domestic Building Insurance是builder本身干活就应该买的，还是说针对我这个fence项目要买的保险？

如果找private surveyor申请building permit，是自己要先找到交了Domestic Building Insurance的builder，还是说都交给private surveyor，他们帮你出那个certificate？

不管是找MBS 还是PBS，Certificate of Insurance 都是签发Building Permit 之前Builder 要出具的必要文件
