调查发现高校乱招，有的学校60%学生低于Atar分数线

政府将要求高校招生公开透明，否则不给拨款不给学生贷款

the maximum number of bonus points available;

the percentage of students admitted with bonus points; and

the ATAR required to be in the top 25 per cent, bottom 25 per cent and the middle of the student intake
