A council spokesman said Dunrath was currently heritage listed and that an E4 zoning currently in place would force developer Toplace to seek planning permission.
The controls also prevent development within 10 metres of the property.
Mayor Andrew Jefferies said the state government's corridor strategy would ultimately decide Dunrath's fate, but that it was unlikely there would be any more than six storeys developed at the site.

"There are a number of points that will have to be considered — one of those points is the geotechnical issues," Cr Jefferies said.
"The best you're going to get is three to six storeys."
"People may be thinking there's going to be 20-storey buildings developed there and that's not what is going to happen.
"We're not looking at a reach for the stars strategy there."
