New incentives to save old buildings



The City plans to make all government-owned heritage buildings eligible to be part of its highly successful Heritage Floor Space scheme. This will help government landowners to undertake or complete conservation works on Sydney’s important public buildings.

Under the scheme, the building’s owner must complete agreed conservation works, or commit to maintaining an already conserved building. If the works meet an agreed standard, the City can award floor space which the owner can sell on or use in a new development elsewhere.

This helps heritage building owners recoup some of the costs of the conservation works while benefitting new developments in the city at the same time.

Heritage Floor Space schemes have directly contributed to the conservation of 76 heritage-listed buildings in Sydney’s city centre, including the Strand Arcade on George Street, the Burns Philp building on Bridge Street and the Great Synagogue on Elizabeth Street.

Lord Mayor Clover Moore said: “Sydney’s city centre has seen a big rise in development activity over the last few years and demand for heritage floor space is high.

“Broadening the scope of the City’s Heritage Floor Space scheme could lead to an extra 70,000 square metres of available floor space for developers – that’s the equivalent of two major new international hotels.

“This is great for business and it will also make it easier for government landowners to undertake conservation works on Sydney’s important public heritage buildings – which will safeguard Sydney’s past for the future.”

Currently, all private heritage-listed buildings in central Sydney are eligible for the scheme, but only government-owned buildings leased to the private sector for more than 50 years can take part.

The scheme has proven so successful that now most large private sector heritage-listed buildings in Central Sydney have been conserved, but demand is still high among developers for heritage floor space for new developments in the city centre.

The City proposes amending the Sydney Development Control Plan 2012 to remove the leasing requirement in order to meet future demand and to encourage conservation of a wider selection of government-owned buildings.

A register of all available Heritage Floor Space in Central Sydney is kept by the City to ensure each allocation can only be used once.

Central Sydney has had a transferable floor space scheme since 1973.

In 2014, the Central Sydney Planning Committee approved a record $2.4 billion worth of development across the city.

The draft Development Control Plan 2012 Award of Heritage Floor Space to Government buildings is on exhibition for public comment until 12 May 2015.

老建筑能保护下来,需要大量维护工作。
很多老建筑精美耐看。
