这两个都是可以拿到的，我爸去申请low income health care card的时候，central link的人说你爸到年龄还可以申请senior health care card，给了个表格。并且表格上也会问到，你打不打算在申请senior HCC的同时，申请low income HCC，如果勾是，请同时填写递交另一份low income HCC申请表。

It would be very hard to justify your parents have a severe fnancial hardship if they have properties in China (even just one property).  In Melbourne, the only centrelink branch responsible for special benefit assessment is in Richmond.  The assessor would not approve if your parents have any property overseas.

Eligibility
To qualify, you must:
1, be an Australian resident, living in Australia
2, not subject to a newly arrived residents waiting period
3, have reached age pension age but do not qualify for Age Pension[2] (or do not receive certain other Social Security/Veteran Affairs pensions/benefits)
4, provide Centrelink with your and your partner's tax file number or be granted an exemption from providing your and your partner's tax file number, and
5, have an annual adjusted taxable income* of less than:
$50,000 (singles)
$80,000 (couples combined), or
$100,000 (couples combined who are separated due to ill health).
*This limit is increased by $639.60 for each dependent child you care for.

Note: Dependants of Commonwealth Seniors Health Card holders are not eligible for concessions using the cardholder's card.

领取失业金的时候要扣国内的退休金，而且一旦回国就要取消发放。

领取养老金的时候给国内定一个基数，目前大概 3000快，就是3000下的不扣，超过的扣，并且可以回国6个月，养老金继续发。

go to centerlink website and get the application form for the low income health care card. Fill the form, attach all the relavent documents and hand it in centenlink office. It is also recommended that you fill a "Authorising a person or organisation to enquire or act on your behalf" form so you don't need to take your parents with you all the time to centrelink and you can make enquiries over the phone on their behalf.

听centrelink 的说 做了担保的就不能领取任何他们的福利了，senior health care card 不也是他们的福利吗？有点矛盾啊，哪位能否解释一下，先谢谢了。
