Political economy analysis enables a systematic mapping of these different forces and provides a tool to sense check traditional models against real world delivery. Political economy is the study of how the economic systems of a country, the national conditions that impact production and trade, interact with its laws customs and government, and the resulting distribution of national income and wealth (source: John Stuart Mill (1848) Principles of Political Economy). In modern times political economy analysis is closely linked to theories of public choice (source: Gordon Tullock (1987) Public Choice). This is important for understanding issues around power sector.
A Political Economy Mapping Methodology (PEMM) tool
The information in this module is based on E3G's Political Economy Mapping Methodology (PEMM) tool. This provides a three dimensional assessment of a country’s national conditions, political system and external projection in order to:
Analyse the discourse around climate and energy issues and its importance in specific national political-economy contexts
Expose key obstacles and tensions in the economy and the political system
Identify strategic opportunities and national, as well as international, intervention points in each country
The tool looks at national conditions in three steps:
First, an assessment of the relevant national conditions in a country, looking at six key aspects;
Second, mapping the political system to understand the role of government, business and public discourse;
Third, external projection and choice, how a country positions itself relative to others and chooses to project power?
