I would like to share something i know and hope this will help him getting a job quicker.
to find a job, looking at Seek.com.au is what most people do especially Asian. However I think he can also do something else from research aspects to ensure he is more prepared.
Firstly he need to know which companies uses IT people, looking at BRW 2013 best benefit employer, you will see that MOST of the top companies are actually in IT industry, with not many employees but produce good looking PL. He can start from there. Not only looking at Seek, but also going to those company's website under 'career', regster his interest. Sometimes if postal address avaliable, do not hesitate to send his CV (a nice one of course) to it and kindly ask them to keep his information filed, in case they need people, they will start looking from what they have on hand rather than goes to a recuriment company.This is not limited to those companies on the list, any company that he is interested he should always be actively search for them. Some large companies i am sure he must already know like, Telstra, Optus, Pacific Internet, AAPT, Macquarie telecom etc etc etc.
Secondly, I suggest he register for LINKED IN, this is a very useful app for job hunting. People saying that linked in is not 'you searching for a job, it is actually Job searching for people like you'. get all your contact list connected in linked in, do a nice job history description, linked with previuos employees that you know, especially if they can endorse his skills that is adding score to him. At linked in, keep an eye and try to send connect invitation to people from those Recruiment companies, they like to connect with protential candidates, when there is a position avaliable, they may contact you. Also Linked in will suggest job to users every certain period by email, that is also to keep you updated with the market move.
Anyway, the most important thing to find a job is, and always is, paitient. dont worry if he does not get a job for 3-4 month, that is NORMAL, be paitient and never give up, there will be the right job kocking the door!
