hmm, just have some guess:
1. Trust need to be built first
It seems that you guys didn't spent lot of time with him, at least, not quality time. If you want to command a dog, you need to have dog's trust first. Without trust, none dog will obey the command.
2. Dog is confused
Just from information you shared, it seems Blackie is in a confused and a panic status which involves scratch dog and barking. This condition may happen if leader in the group is gone and Blackie doesn't have leader (trusted leader) to relay on. Dog has to assume and put himself in a leader position but obviously, he is not good at it. By sending dog away to a strange environment definitely doesn't help either.
My advices are similar as what I gave before.
Have daily run with dog to build trust
Try to use hand feeding rather than dog bowl to build trust
Make dog work for food (mind stimulation)
setup boundaries and make sure what dog can do and can't (build leadership in the house)
