楼主消消气,我专门写信问过护照办公室,按他们的回复来看,这个其实不是护照办公室的规定,而是移民局说VEVO不能证明孩子出生时父母的PR状态,因为VEVO不能反映父母的出入境状态,而出入境状态会影响PR身份!- 我不知道这个是如何影响的,大家可以分析下。
护照办公室的回信原文如下
Under the Australian Passports Act 2005 (the Act) an Australian passport can only be issued to an Australian citizen. The Act requires the Department of Foreign Affairs and Trade (DFAT) to be satisfied that a person is an Australian citizen before issuing an Australian passport.
VEVO is evidence of a person’s visa status at a point in time. It does not assist the Australian Passport Office in establishing a client’s citizenship via their parent’s permanent residency status at the time of their birth and cannot be used as proof of permanent residency due to this. As the APO does not hold movement records to confirm entry/exit, we cannot be satisfied that the parent has maintained PR and not left Australia between the date of issue and the applicant’s birth. This policy has been developed in consultation with the Department of Immigration and Border Patrol, being the department responsible for determining citizenship.
The Department of Immigration and Border Protection have advised the Australian Passport Office that depending on the visa issued, leaving the country may affect the holder’s PR status. As DIBP is the department responsible for determining citizenship, we defer to their expertise on this. As Australian citizenship can be complex DIBP is best placed to confirm whether someone is a citizen and this is the reason we are moving to only accepting citizenship certificates. |
