NSW Police homicide squad launches criminal investigation into Ruby Princess coronavirus deaths


A criminal investigation has been opened into the Ruby Princess ship and whether its operator downplayed potential coronavirus cases before thousands of passengers disembarked in Sydney last month.

Ten passengers have died from COVID-19 since the vessel docked at Circular Quay on March 19.

Nearly 2,700 passengers were allowed to disembark despite others on board experiencing flu-like symptoms.

More than 600 confirmed COVID-19 cases have been linked back to the cruise, which remains off the NSW coast with hundreds of sick crew onboard.

NSW Police Commissioner Mick Fuller said there were "many unanswered questions" about the cruise, which was operated by Carnival Australia.

"There seems to be absolute discrepancies between the information provided by Carnival and what I would see as the benchmark for the laws that the Federal Government and the State Government put in place in terms of protecting Australians from cruise ships when coronavirus had started," Commissioner Fuller said.

"The only way I can get to the bottom of whether our national biosecurity laws and our state laws were broken is through a criminal investigation."

He said by law a vessel was only allowed to dock if the captain could assure authorities it was free from contagion.

The Commissioner said on the day before passengers disembarked, a worker on the cruise made a 17-minute triple-0 call about two passengers who required medical assistance.

He said an ambulance supervisor was concerned about potential infection of passengers on the cruise and escalated the call to NSW Police marine area command.

Commissioner Fuller said police were told by operation managers from Carnival that COVID-19 was not an issue on the ship.

"From that perspective, there are many unanswered questions," he said.

He said the homicide squad's Detective Chief Inspector Jason Dickinson would tomorrow be given materials which had been gathered during the past 48 hours.

He said the investigation would look into all agencies involved in the incident.

It is understood NSW Health Minister Brad Hazzard will be interviewed.

Carnival Australia, the Commissioner said, sent a letter to police indicating it would cooperate with the investigation and hand over any information required.

That includes emails, text messages, radio transmissions and medical correspondence between the doctor and ship's captain.

The announcement of the investigation came as emergency services staff transported crew members from the vessel to St George Hospital in south Sydney this afternoon.

Police said there were still nearly 200 crew on board the Ruby Princess with COVID-19 symptoms.

They said there were isolation plans in place and most crew members were in good health.

"We've extracted another person today who needs medical assistance and we'll continue to take people off who need medical assistance," he said.

"No-one has been denied that and no-one will be denied."

In dramatic scenes, boats crewed by workers in hazmat suits were seen speeding to and away from the Ruby Princess, moored off Botany Bay in Sydney's south.

At least three cruise ships left Sydney Harbour overnight following a mass police operation to send vessels affected by the virus home, but the Ruby Princess has remained moored off the NSW coast.

NSW Police described it as the largest peacetime maritime operation in Sydney's history.

It was completed in about 30 hours to allow the ships to leave Australian waters.

Federal Agriculture Minister David Littleproud - whose portfolio covers biosecurity - said society needed transparency.

"If the NSW Police are taking steps towards (the investigation) then they have information that would lead them to warrant that type of action and I would welcome that," Mr Littleproud told Sky News on Sunday.

"We live in a fair and just society and it needs to be transparent, and any investigation that police and officials make should be backed by any investigation that's required or whatever comes out of it obviously - I think we'll wait and see."

NSW Labor has called for Mr Hazzard to resign over the scandal, with the opposition labelling it "one of the greatest health disasters" in NSW history.

Carnival Australia has been contacted for comment.

Coronavirus death toll in Australia rises to 21 after another fatality in NSW


NSW health authorities have confirmed a person in Orange has become the state's 10th coronavirus death.

The person had been admitted to Orange Base Hospital but died today.

The Western NSW Local Health District said at the request of the family, no further details would be released.

A 95-year-old woman died yesterday at the Dorothy Henderson Lodge aged-care facility in Sydney.

The woman was the fifth resident at the aged-care facility in Macquarie Park to die after contracting the virus.

Australia now has 21 COVID-19 deaths.

There are also 150 new coronavirus infections in NSW, taking the state's total to 2,182.

NSW Premier Gladys Berejiklian confirmed more than 100,000 COVID-19 tests had been performed across the state, and added testing was being ramped up.

But she also warned that NSW would not be able to control the spread of the virus and said it was up to individuals to remain vigilant.

"We can't let our foot off the pedal, we can't relax," Ms Berejiklian said.

NSW Police confirmed they would continue to quarantine returning Australians in hotels for 14 days, with another 700 arrivals expected at Sydney Airport today.

Police Commissioner Mick Fuller said while there had been complaints from some of those forced into hotel quarantine, most people understood why it was necessary.

"We shouldn't frame everyone in these hotels as people who are ungrateful because that's certainly not the case," he said.

"Every day we get through, they are a day closer in terms of going home."

Commissioner Fuller said police had yet to issue any fines for breaches of the state's tough new lockdown laws and said officers would use their discretion when enforcing the measures.

Coronavirus data modelling has Australia in good position, but COVID-19 'here to stay'


The experts behind some of the modelling used to determine Australia's coronavirus response say the country is in a "lucky" position — but the fight against COVID-19 will continue, as the virus is "here to stay".

Melbourne's Doherty Institute, which has been critical in the Government's coronavirus decision-making process, on Tuesday released its early stage modelling which helped inform the Federal Government's early measures in the fight against the disease.

Doherty Institute and University of Melbourne infectious diseases epidemiologist James McCaw — who was involved in the modelling — said as the Government had acted early, it could now make considered decisions.

He said they put some "very scary numbers" to the Government early on, and they were not dismissed.

"[Now] we're in a very lucky position where we can think about the next steps and the very challenging questions ahead from a position of relative calm as opposed to crisis," he said.

"We don't have an overwhelmed hospital system yet, and we may well never have one if we continue to base our responses on the best available data."

The Doherty Institute report released on Tuesday modelled a "worst-case scenario" of the impact of COVID-19 in Australia to inform transmission-reducing measures and health system preparedness. It also released a separate report that assessed the impact of returned travellers.

One scenario looked at what would happen if 23 million Australians became infected with COVID-19. It found that would have resulted in more than 35,000 intensive care beds being needed each day.

The other scenarios looked at the impact of quarantine, isolating people with the virus and social distancing.

If all the measures were introduced, researchers found, there would be a 33 per cent reduction in transmission, with only 12 per cent of the population infected.

That would mean only 5 per cent of people would require medical care, so "everyone who needs an ICU bed could get one".

Those measures have been put in place.

Prime Minister Scott Morrison and Chief Medical Officer Brendan Murphy held a joint press conference on Tuesday on the issue.

They said the modelling using data from Australia's almost 6,000 people infected with the disease, and the next steps in fighting it, would not yet be released.

Modelling explained

Modelling assesses both macro and micro responses to the pandemic.

A macro-level assessment is where the entire population is modelled at once to estimate the average rate of spread of the virus. The second is on a more detailed, micro level, where every person in Australia is represented and accounted for.

The micro-simulation modelling is the type the Government's team is currently doing, with a range of parameters and scenarios explored.

Professor McCaw used the analogy of a weather forecast. He said the macro analysis was like a long-term climate change forecast, whereas the micro analysis was a day-to-day short-term forecast.

He said Australia would see an increase in hospitalisations, admissions to ICU and deaths from Tuesday's levels, with that wave driven by the past cases from the last few weeks.

He said the curve in the rate of new infections was flattening, but the next few weeks were "absolutely critical".

"It looks like the peak might have almost passed or is passing," he said.

Doherty Institute professor and director of epidemiology Jodie McVernon said "we're in a very stable position".

"We've been able to see the experience of other countries and adapt," she said.

Easter is normally a time spent with family, at a holiday house, setting up egg hunts and enjoying each other's company. But this year will be one we've never experienced before with rules and restrictions ramping up to keep the spread of the coronavirus down.

"For us, it's huge. Like last year... 1000 people a day, we had every day, Friday, Saturday, Sunday, Monday. This year, who knows," he told A Current Affair.

Paul Preston has run beachcomber caravan park in Victoria's Mallacoota for more than 20 years. For him, Easter is normally one of the busiest times, and following the devastating bushfires they, like the rest of the region, was relying on tourists.

"This has been particularly bad, but it will come good - but there will be a lot of pain to come before that happens, I'm sure," said Paul.

Caravan parks and camp grounds have been forced to closed. But there's still support for the message from authorities.
"Stay at home we don't want to see you this Easter," Mr Preston said.

While it's a hard pill to swallow, the community of Batemans Bay, another region ravaged by bushfires, agrees.

"We're pleading with them: don't come. We've got no intensive care beds down here on the south coast so we're just not capable of dealing with any serious outbreaks," said mayor Liz Innes.

The financial impact this will have on the holiday hotspot will be crippling.

"Don't know how a lot of our businesses are going to survive because, like I said, it's a double whammy for them - it's not just COVID-19, it's the massive impact from the bushfires," the mayor added.

Daniel Gschwind heads the Queensland tourism industry council and said: "I don't think anybody could have anticipated how this played out both in the broader community but also in our industry and it's certainly a situation we've never experienced before.

"We have to make sure that we all work collaboratively here to overcome what is a health crisis but also to make sure we have an economy and an industry, in our case, that can pick up the pieces again when it's over."

1921: Edith Cowan elected to parliament

Edith Cowan was the first woman to be elected to an Australian parliament. She narrowly defeated the sitting member on the strength of the work she had done to improve the lot of women, children and the under-privileged. Her election made headlines around the country.

Though she only held her seat for a single term, Cowan was an effective and independent-minded parliamentarian.

Edith Cowan in her maiden speech, 21 July 1921:

Many people think … that it was not the wisest thing to do to send a woman into Parliament … [yet] the views of both sides [men and women] are more than ever needed in Parliament today.

Early life

Edith Cowan (nee Brown) was born in 1861 on a remote sheep station near Geraldton, Western Australia. When Edith was seven, her mother Mary, a teacher, died giving birth to her sixth child. Soon afterwards, Edith’s father Kenneth sent her to boarding school in Perth.

Eight years later, Kenneth shot dead his second wife after a drunken argument and was subsequently executed.
At the age of 18, Edith married James Cowan who later became a magistrate. The couple settled in the inner-city suburb of West Perth and had four daughters and a son.

Her husband’s career gave Edith insight into the many ill effects of poverty and poor education.

Cowan became actively involved in public life from the 1890s, mainly advocating on behalf of women and children.

She also advocated for compulsory voting and proportional representation as well as better education for women. She was instrumental in the establishment of the King Edward Memorial Hospital for Women in 1916.

Cowan also fought against domestic violence, drunkenness and spoke openly about venereal disease, prostitution, contraception, illegitimacy and sex crimes. She campaigned for women to become justices of the peace and was herself made one in 1919.

In 1920 she was made an Officer of the Order of the British Empire.

Hoarding boom is over: CBA says shoppers have closed their wallets


Shoppers have stopped hoarding and instead are bunkering down with sharp falls in spending across the board with Victorian and NSW consumers snapping their wallets tight.

Figures compiled by the Commonwealth Bank based on its extensive credit and debit card network suggests the combination of coronavirus-linked shutdowns and early hoarding is now hitting the entire retail sector.

In the week to April 10, spending on clothing is now 58 per cent lower than for the same time last year. Transport spending (44 per cent), personal care and beauty products (61 per cent) and recreation (37 per cent) have also recorded huge falls.

While there's been a 23 per cent lift in sales through bottle shops, this has not been enough to offset a 72 per cent collapse in spending through hotels, pubs and bars.
