关于143/103申请前settle2年的规定，2012年6月新的移民部长规定是一定要pr以后才算settle。
我和我的朋友父母都是申请了143和103，都是pr拿到不够2年就申请了。朋友的母亲现在已经分配到移民官，要21天内解释，不然就要拒签或重新排队。
紧急找好的律师解释

有没有有经验的同学有律师推荐啊？

我看到这个帖子了，也仔细去看了下移民局的网站，但是我没能找到准确的答案
对申请143子女的要求是
--an Australian citizen, an Australian permanent resident or an eligible New Zealand citizen
--lawfully resident in Australia for about two years (a shorter period can be considered for Australian citizens if there are compelling and compassionate circumstances)
但是没有说明是要拿到PR后住两年还是之前的TR的时间也可以计入的，既然143没写
那么参照https://www.ecom.immi.gov.au/citz/startIntervalCalc.do
还是有争取的余地的：Lawful residence means residence in Australia on a temporary or permanent visa.
至于lawfully resident 和Lawful residence有啥区别...我还真说不来...

相比申请citizen的时候他们就写清楚了
合法居住的4年里满足12个月是PR就行，还写清楚了累计出境的时间不超过12个月
4 years lawful residence in Australia. This period must include 12 months as a permanent resident immediately before making an application for Australian citizenship
and
absences from Australia of no more than 12 months in total in the 4 years prior to application, including not more than 90 days in the 12 months immediately prior to application.
Lawful residence means residence in Australia on a temporary or permanent visa.

可以具体看看移民局的1129.pdf，关于父母移民的那个booklet，里面有详细解释，贴一些细节给你，自己分析一下：

Who can sponsor me?
Generally, you must be sponsored by your child or step-child, or that child or step-child’s cohabiting partner. A sponsor must be:
• aged 18 years or over; and
• a settled Australian citizen, Australian permanent resident or an eligible New Zealand citizen at the time the application is lodged.


Settled and usually resident
To be eligible to sponsor you, your sponsor must be able to show that they are settled and usually resident in Australia at the time you lodge your parent visa application.

‘Settled’ means that your Australian citizen, Australian permanent resident or eligible New Zealand citizen sponsor must have been lawfully resident in Australia for a reasonable period. Under policy, 2 years is generally considered to be a reasonable period. Periods of lawful temporary residence are counted towards the ‘settled’ requirement. There may be exceptions, however, and the facts of each case are considered on an individual basis by the officer of the department who is making the decision. 注意这里，我理解是必须是澳洲PR两年才算Settle。

A shorter period of lawful residence may be considered for Australian citizens for settled purposes if there are compassionate and compelling circumstances. As a matter of policy, the eligibility period for Australian citizen sponsors in such circumstances is at least 3 months’ residence.  如果你是澳籍的话，这里貌似可以申诉特别情况。

你的这个推测是很有道理的，如果这样的话，那么等待的时间会大大缩短了，我们有望在2016年 ...

小小白虎，你的版主的帖子最有参考价值，纯粹按号，简直希望渺茫，但经过大家交流信息，看到103,143,173签证都是混合编号。而且好像还有跳号，5月底1天2000号，6月份4天从92xxx就跳到98xxx。
申请人多是不争事实，但希望不要延期太长，能24个月为好。从去年底，还停留在2013年6月。再别有大的政策变化，年初移民局头就表示要压缩移民人数。

2013年整个6月的申请有2100+，确实是高峰！2013年1-4月加起来也不过是2700+
分配补料就用了整整3个月，想必2014年6月也会碰到这样的情况

我和你一样啊，9月20号申请的，拿到的FN也是107×××， 我看之前有人说是173的号，可是我查了我的信明明说的是143， 觉得很奇怪，准备明天打电话去问移民局

我感觉13.09月，一段时间约有20多天申请排号是10开头，因当时涨价呼声挺高，掀起申请小高潮，估计九月不少于1000个申请

可是十月份以后号码又变成08××， 怎么回事，难道不该是连下去的吗？九月份10开头的号码会排到12月份的号码后吗？

再加一个人进去的话要填个表1436 add an additional applicant after lodgement...我还填了个1022表，加申请人进去也算变了状态，而且我也换了邮箱··我是填好后寄给移民局的，过了大概不到2个月移民局发邮件说已经加进去，给了新的aos信和体检信有俩人的HAP号

之前一直看说是会有letter的，请问现在还有吗？
还有我只申请了父母一个人，可email里写了primary applicant和other applicants，这样没问题吗？需要跟移民局联系吗？谢谢解答

如果你在申请的时候选择联系方式是email，一般都是只收到Email了。

申请父母其中一个但是申请里面包含另一位的信息是正常的，在visa准签之前你随时可以加上另一位申请：）
