是不算. however, as the sale contract has been signed, that means you OWN the property already. The seller has an equitable right to remain in the property until settlement, but that doesn't change the fact that the purchaser is the new owner. This is particularly the case in auction sales.
Even legislation in different states may make the situation more or less important, it is best to having a house insurance prior to settlement. If something goes wrong at worst you will be up for an excess fee, but the insurance company will pursue the seller into hell to recoup their losses if you can prove that the seller was responsible. Do an inspection and get photo proof, if any thing changes you are hopefully covered by the insurance.
