1. good with creating web graphics (icons, banners, frames etc. No flash/animation)
2. have basic understanding of how modern dynamic web sites such as dot-net IIS apps are built (master pages and content pages and database)
3. can show me significant samples of your work
4. respect privacy and copyright

Long term part time work, $100/week. I can guarantee you $100/week till the end of the year (your rate works out to be approximately $25/hour - all flexible work from home).
