Former premier Bob Carr won't have a vote in choosing the Labor candidate to succeed him in Maroubra, the oceanfront electorate he held for almost 22 years.
Mr Carr's name has been taken off the list of Maroubra ALP preselectors after it was ruled he had failed to meet the criteria to be eligible to vote.
Under party rules, an ALP member is entitled to belong to the preselection panel only if he or she has attended four branch meetings in the previous two years.
An inspection of party records showed that Mr Carr did not qualify because he had not been to his local branch meeting for a 14-month period in 2003-04.
Mr Carr's exit from the political stage has led to an unseemly factional battle among four rival right-wing candidates all wanting the safe Labor seat he held from October 22, 1983, until his resignation on August 3.
With three byelections to be held on September 17, in Maroubra, Marrickville and Macquarie Fields, the Maroubra preselection is heading for a showdown on Saturday between Randwick councillor and former mayor Chris Bastic and bank executive Penny Wright.
Mr Bastic, who heads the State Government's major events board, acted as Mr Carr's local campaign manager during his three election victories as premier.
Another right-wing candidate, Randwick councillor Anthony Andrews, has created a major headache for party officials by challenging the names of 150 of the 267 potential preselectors.
Party officials will examine his challenges on Tuesday removing from the ballot any ALP member who does not meet the branch attendance, trade union or residential qualifications.
To further complicate the vote, a fourth right-winger, solicitor and Randwick councillor Michael Daley, and the left's Shane Prince, a barrister, have also entered the race.
Education Minister Carmel Tebbutt has raised her profile in the electorate of Marrickville, where she lives, after deciding to quit the upper house to win the lower house seat previously held by deputy premier Andrew Refshauge.
She is running scared of the popular Green candidate Sam Byrne, the deputy mayor of Marrickville Council who has dubbed Ms Tebbutt and her husband, Anthony Albanese, federal MP for Grayndler, as "The King and Queen of Marrickville".
The Liberal state executive has postponed an announcement on its candidates for the byelections until Tuesday after a passionate debate at Friday night's meeting.
The majority argued that the party should only stand in one seat, Macquarie Fields, to save its election war chest for the state election in March 2007.
The triple M byelections will provide the first opportunity for voters to pass judgement on new Premier Morris Iemma and his new-look administration.
He has scrapped the hated vendor tax and neutralised the anger of the clubs industry by promising to cap the poker machine tax when he delivers his major economic statement at the end of the year.
Mr Iemma is expecting Labor's majority to be slashed in all three seats but believes that all will remain in ALP control.

Three byelections - the triple Ms - will be held on Saturday, September 17.
MAROUBRA, the electorate of the state's longest-serving premier Bob Carr. Labor will choose its candidate next Saturday from five candidates. Labor majority 23.5 per cent.
MARRICKVILLE, the electorate of former deputy premier Andrew Refshauge. Labor candidate Education Minister Carmel Tebbutt is being challenged by Sam Byrne of the Greens, deputy mayor of Marrickville. Labor majority 11 per cent.
MACQUARIE FIELDS, the electorate of former planning minister Craig Knowles. Labor candidate is Campbelltown councillor Steven Chaytor, former staffer for Gough Whitlam. Labor majority 22.5 per cent.
