1, yes that's the current practise, that you sign interest only for 5-10 years then extend to 30 years with P&I.
If you only sign for 5 years, that means you have to pay it off at that time even if you want to stay with Westpac, so I suggest you sign the extension.
2, There's no penalty of exit after 4 years, so no difference in your case.
