有人买了QLD的车(不是通过dealer)，然后注册NSW车牌的吗？

打算买一辆QLD的车，然后注册到NSW. 私人车，不是通过dealer.

看了一下要求，发现不知道怎么弄这个proof of entitlement.


2.  Proof of entitlement to register the vehicle.

     You need to demonstrate your entitlement to register the vehicle.

    Proof of entitlement can be a certificate of registration, a sales contract from a motor dealer, a receipt, a statutory declaration or any of the other documents listed on the RMS website.
   

A person other than the owner may be entitled to register the vehicle if written authorisation is provided.

难道owner只要写一张声明，就可以了吗？
