房子周围的排水问题？

房子在QLD，Site Classification : M/H， 属于 reactive clay

本想沿着外墙铺一圈小石子的，但是看到官网上说这会影响排水问题，建议沿房子四周做硬化地面，做sealed pathway。

QBCC的官网上市这么写的：

1）Where possible on reactive clay sites (Type M,H,E Classifications), avoid placing gardens or installing garden
edging, gravel pavements etc next to the building. This may cause water retention and/or promote a greater variation in moisture conditions around the building.

2）A sound plan for a reactive clay site is to provide a consistent moisture regime around the building by installing paths and patios against the house.

3）另外，我如果在stormwater drain上方铺水泥基础的stepping paver，中间是石子，会不会影响雨水进入排水管？

4）资料里有这么一句话： On sites containing a permeable surface material such as sand or gravel, overlying shallow clay or rock, then seepage may be a problem. On these sites it is recommended that the owner install subsurface drains to collect and remove seepage water。我现在的场地土就是clay，如果在上面铺石子的话，难道会影响排水吗？难道要在石子下面再铺一条排水管？我怀疑我理解有误。
