在昨日的中央经济会议上, 习近平主席强调了5个方面的经济结构调整的重点, 其中包括”化解房地产库存”, 鼓励房地产开发企业适当降低商品住房价格, 以促进内需. 在进入十三五计划的关口,中国面临着经济增速放缓与金融风险的压力. 尤其是人民币在被批准加入国际储备货币行列后, 资本外流风险更大. 房市依旧是影响金融市场运转的主体之一. 在这些条件下经济结构调整与金融体制的改革是在必然.
对于化解房地产库存方面, 习近平主席提到, “通过加快农民工市民化, 扩大有效需求, 打通供需通道, 消化库存, 稳定房地产市场”. 同时鼓励非户籍人口就业地落户, 能够买房或者长期租房. 房地产开发商适当降低房价以能够促进内需. 国家统计局对11月放假统计结果显示房价涨幅略有扩大,但与去年同期相比, 70个大中城市中,新房价格上涨的有21个,价格下降的有49个。 房市风险将是影响到整个金融体系的风险,鼓励内需消耗过剩的库存量是我国结构调整的必然。
此外, 会议上还提出了”化解产能过剩”, “帮助企业降低成本”, “”扩大有效供给”与防范”金融风险”的其他四个方面, 具体为: 规范市场化破产程序, 鼓励企业兼并重组,避免破产清算, 并且防止新产能过剩; 降低企业税费负担一降低企业财务成本; 提高对企业、基础设施建设与农业有效的投资, 扩大有效供给; 化解地方政府债务风险, 完善政府债务管理, 以防系统性风险。
本次中央经济会议总体内容反映了对于中国经济“新常态”的转点上的主要思路, 实现生产与需求的平衡, 一方面,防范产能过剩导致不良资产积累;另一方面防范金融市场风险, 这里主要指的是地方政府债务风险。 为推动经济增长,央行连续实行降息与降准,加之人民币被批准加入SDR, 中国目前面临资本外流的压力。如何在目前情况下即推动经济增长,又避免金融风险正是本次会议的主要精神。
