求推荐（最好华人）能做海外买家申请FIRB购买旧物业重建所需要的报告的。

海外买家只能买新房，空地或者旧物业重新开发。
主要关于旧物业这方面。FIRB的官方网站上是：

”A redevelopment proposal which does not increase the number of dwellings may be approved only where it can be shown that the existing dwelling is at the end of its economic life (that is, derelict or uninhabitable).

To demonstrate that the property is uninhabitable and must be demolished, a valuation of the existing structures by a licensed valuer and/or a builder's report may be required.“

主要这个report不知道找谁来做证明房屋已经无法居住。是bulider，structure engineering，building surveyor, property inspector land surveyor还是别的专业人士和机构。
问了几个人有bulider，有property inspector。都说没做过也不知道应该谁来出这个report。
FIRB这个网站里也就上面这一段，没说report的具体要求和必须谁出。

有没有遇到过类似情况的，麻烦告诉下找谁做这个report？
申请旧物业重新开发类的FIRB，除了这个report还需要别的材料吗？
