嗯。 看下来的说法。是各个council的规定不一样。 但是三岁不是州政府拨款。 4岁州政府拨款所以需要去council enroll
肯定不是强制的。但是很多鬼佬也超级混淆。估计和council对小学入学的规定有点关系。

There are 2 different years of Kinder in Victoria..
this is the info for our local council kinders
3 year old - non subsidised and fairly expensive, usually one 2.5 or 3 hour session a week.
4 year old - government subsidised (from memory around maybe $150 a term but dont quote me on that, different places charge different amounts) minimum 10 hours a week spread over 2,3 or 4 days. Must be 4 by 30th April that year.
'm pretty sure that kinder for 4 year olds is compulsory in Victoria - 3 year old kinder is optional. Most kinders also have an enrolement cut-off - we've just enrolled our DD (she will be 5 in May next year) for 4 year old kinder next year, the cut off date for enrolements was July 31. We applied through the local councils. I would suggest you ring the local council of teh area you're looking to move to and have a chat about kinder and also school enrolement. As someone said, a local state school has to take your children if you're in the area but private schools will have enrolement cut off dates.
