没听说过邮寄入境的真空包装就能入境的。
别人的Permit可能没用,因为不是Importer,你才是Designated Importer。
还是建议你销毁吧,因为退运到中国检疫有可能也不会让过。

Importer’s Responsibilities
1. All consignments must be accompanied by a copy of a valid Import Permit or by means to allow the identification of the Import Permit (ie. the permit number).
2. A Phytosanitary certificate is required for FCL (Full Container Load) consignments of this product from khapra beetle countries; it must contain the following additional declaration: “free from khapra beetle (Trogoderma granarium Everts)”.
3. The importer must contact the Department of Agriculture regional office in the port of entry to confirm all arrangements for the inspection and processing of consignments.
4. The importer is responsible for payment of all Department of Agriculture fees and charges.
5. The seed must be free of soil, live insects, contamination with prohibited weed seeds, leaf, stem material and other material of quarantine concern (eg. faeces, animal remains etc).
6. The seed must be packed in clean new bags
Quarantine Procedures
7. All consignments must be inspected on arrival by a Quarantine officer for freedom from live insects, soil, prohibited seeds, other plant material (eg leaf, stem material, pod material, etc), animal material (eg animal faeces, feathers, etc) and any other extraneous contamination of quarantine concern.
8. Samples must be drawn by the Quarantine officer according to ISTA rules and submitted to a Quarantine approved seed laboratory for germination testing. Consignment is to remain under quarantine pending germination results.
- If the results indicate that the seed is non-viable (i.e. NIL germination), the consignment may be released from quarantine by a Quarantine officer.
- If the results indicate that the seed is still viable, the consignment is to be devitalised by a Department of Agriculture approved method, or re-exported or destroyed.
9. If live insects are found on inspection, the consignment will be held in quarantine. The insects will be identified by a Department of Agriculture entomologist and appropriate treatment will be applied at the importer’s expense.
