几个月前为了攒信用卡积分，第一次尝试用信用卡交vic road的年费，online操作不成功，打电话去银行让他们帮做也不行，然后就忘了！结果非常倒霉的被警察阿姨抓住，罚了$780！（年费也才700多！）
当时就交了罚款，因为不交钱就根本不让开车，于是在烈日之下把钱给了。
大概过了一个月，想想不如试着写个信去求求情（虽然大家都说没希望的，而且以前已经免过一次超速的）。anyway，就试试吧反正不用钱。
其实第一次online尝试给钱已经是过期了，unsuccessful payment是没有record的。好在老公打过电话给银行让他们做，于是我就跑去银行跟他们要了一封信，写着xxx 某年某日 tried to make the payment... 银行职员明显觉得我是吃饱了撑着耍他们的
然后我就写了封热情洋溢的信给警察叔叔，用我那蹩脚的英文...
一个月后，信回来了 审理中..................................
再一个月后，我连孩子都生好了！终于等到他们的回信，说这次就警告一下你，下不为例！！！呵呵，就酱紫把我那血汗钱给拿回来了哟。以下是我的求情信。

I am challenging your Infringement notice dated 26/09/2014 due to unregistered car. Please see below each individual point that I state and respond.
1. I DID TRIED TO PAY, TWICE.
I did try to pay on xx/xx, following the instruction on the Invoice, however the payments were unsuccessful. I tried twice, one was processed online by myself and another one was processed by staff of HSBC, however both of them were declined but no reason was provided. I can’t see any clear instruction in the Payment Invoice so I didn’t know how to pay by my Credit Card (also I don’t have time to keep on calling you as I work 5 days a week), that’s the main reason for the delay of payment.
2. THE PENALTY AMOUNT IS HUGH.
There’s not any wording in your Invoice that there would be a penalty fee charged if I pay the register fee after due date. I paid the previous bills on time every year, including the penalty (I paid it before the due date as well). I was unable to pay this year invoice because of your system issue and unclear instruction (as per the 1st point). It’s unjustifiable to charge me as high as $738 for the delay of payment.
3. I DID NOT POSE A DANGER TO THE OTHERS
The large sum demanded amounts to a penalty and/or is not an accurate reflection of any loss suffered so it is not a reasonable charge. Even for exceeding the speed limit for 10km, will only be charged less than $300. Obviously it’s disproportionate to charge more than 2 times of penalty for the delay of payment on the registration fee, from which I haven’t posed any danger to any other. Please provide a breakdown of how your demanded charge is calculated.
I’ve also attached the letter from HSBC bank to prove that I did try to pay the registration fee. It would be much appreciated for you to refund the $738 I have paid to you. If not, please provide details as per the 3rd point and also the information for me to raise this issue for further investigation.
