如果问题1，裁判是在球出底线后才终止比赛，在哪坠球？
裁判属于场上人员，还是场外人员？
裁判是应该在这个球迷干扰比赛的时候终止比赛，球迷不是在球出界以后才干扰比赛的，所以不会出现这种情况。
LAW 3
If an outside agent enters the fi eld of play:
• the referee must stop play (although not immediately if the outside agent
does not interfere with play)
• the referee must have him removed from the fi eld of play and its immediate
surroundings
• if the referee stops the match, he must restart play with a dropped ball
from the position of the ball when the match was stopped, unless play was
stopped inside the goal area, in which case the referee drops the ball on
the goal area line parallel to the goal line at the point nearest to where the
ball was located when play was stopped

无记错旧版用词是，REFEREE IS PART OF THE FIELD OF PLAY之类的。我不知道新版有没有。不过上面这条已经解释了。
英超的那个暂时不深入，那个球肯定有效。因为裁判在场上的决定最终的。不过不代表他当时的决定是对的。因为不能排除他看不到球被气球改变了方向或者他当时做了一个错误的决定。我自己觉得他当时可能看不到 ，规则写的很明显。
规则， LAW 5
If an extra ball, other object or animal enters the fi eld of play during the match,
the referee must stop the match only if it interferes with play.
If an extra ball, other object or animal enters the fi eld of play during the match
without interfering with play, the referee must have it removed at the earliest
possible opportunity.
