Can some please advise me what's the risks if I apply an ABN and give to my relative to use?
Sorry I can't type chinese.

Bad idea!  
If your relative uses your ABN. Legally you are the one running the business. If any liability rises you are the one personally liable for it.

Do you know how can I miminize the risks? for example, I have to sign our the money come into and out of the company's bank account? so I know how much he earn from the business?

ABN是要自己交税的，如果你的亲戚完全不交税，又不好彩被发现了，查的是你。
为什么他自己不能申请呢？

You are thinking about income tax liability but dont forget there are other issues as well. e.g. Superannuation liability, PAGYW liability, Public Liability etc.

If you are a sole trader you should never let someone else to use your ABN while you are not actually involved in the business. If you really have to do this you may consider setting up a company.
