区别写的很清楚：
我的理解是off-net broadband应该不需要telstra的电话线，因为一般有telstra固话的地方一般都可以上tpg adsl2+ 或者adsl宽带。而没有的地方，就要靠其他isp提供，比如iinet，这样就是off-net了。

Off net broadband is a term describing ADSL or ADSL2+ broadband plans offered over a different network than that used by the Internet Service Provider (ISP).

TPG, for example, has its own network that it uses to deliver cheap ADSL2+ broadband plans to most of Australia. In places not covered by TPG's own network, TPG sometimes rents the network of another provider, Telstra Wholesale.
In this way, TPG can still offer its customers reasonably cheap plans in areas it wouldn't normally service.
Off net plans offer a range of connection speeds, from 521kbps to 20Mbps, depending on what is available in the area.
Although off net is a simple concept, complications creep in due to different ISPs using different names. Off net is the term TPG has chosen to use, but iiNet uses the term broadband 1, while Internode calls these plans Easy Reach.

What's the difference between ADSL1 and off net?
ADSL1 is the name for the older technology that could only provide speeds of up to 8Mbps. ADSL2+ speeds are up to 20Mbps on Telstra Wholesale equipment. Telstra Wholesale has enabled some exchanges for ADSL2+ speeds, while others are only capable of ADSL1.
So if you are looking at a TPG off net ADSL1 plan, the speed will be a maximum of 8Mbps and if you are considering an ADSL2+ off net plan, the speed will be up to 20Mbps.
Some ISPs will give you a choice of speeds, where they can, while others, such as Internode, will just give you the fastest speed possible.
Can I get broadband off net?
The cheapest and most popular plans are the 'on net' ADSL2+ plans. But if you have already tried to access an ADSL2+ plan and have been told you are not eligible, you can ask about an off net plan instead. Customers can find out by calling an ISP and using their address or phone number, or find out if ADSL is available in your area by using Compare Broadband's checker.
What if I am on a pair gain?
Some customers are in an ADSL2+ area but have infrastructure problems such as a pair gain preventing them from accessing an ADSL2+ plan. Off net plans are often a good option in these circumstances, and you may be offered one if you are rejected for an ADSL2+ plan. If you know you are on a pair gain, make sure you tell the ISP when you call, as they can then tell you about their off net plans.
What are the best off net plans?
TPG's unlimited 8,000kbps off net plan is popular because it offers customers unlimited data at the fastest ADSL1 speed. This plan costs $69.99 a month but cannot be bundled with a TPG home phone line, so customers will need an active phone service through another provider.
For those who prefer to bundle, iPrimus will offer the fastest speeds possible on your line and can combine an internet plan with a home phone service. Call iPrimus on 1300 137 794 to find out which plans are available in your area.
