请教大家如果申请老年父母排队移民（804），递表时父母一定要在澳洲吗？如果拿旅游签证入境，标有8503"no further stay",那不是无法操作了。请帮忙解释下47pa表格parta:you cannot include in this application for migration any family members who are outside Australia if you are making an application for an aged parent(804)。applicants only if they are in Australia at time of lodgement.非常感谢大家帮忙！
